Borough Manager

The Borough Manager acts as the Chief Administrative Officer for the Borough of Fountain Hill. He is responsible to Council and is an appointed position. He administers and supervises all of the executive functions of the borough and staff, except those of the Police Department not delegated by the mayor. The Borough Manager acts on behalf of the Committees of Council, to carry out and implement the policies of Council. The Borough Manager acts as purchasing agent for the borough and administers bids and contracts.

The Borough Manager also serves as Secretary and Treasurer of the borough. He attends all meeting of Council and its Committees and prepares agendas and records all minutes as required by the Borough Code. The Borough Manager, with the support of the Department Heads and staff, prepares the annual operating budget for the borough.

Finance Department

The borough finances are under the control and direction of the Finance Director. The responsibilities include the daily recording of receipts and expenditures and oversees all appropriations of all funds. The Finance Director assures compliance to borough purchasing policies and other financial procedures and works closely with Department Heads and Committees of Council on financial matters. The Finance Director works closely with the borough appointed auditor to prepare the end of the year financial reports. Overall, the Finance Director assures that the borough complies with significant accounting reporting policies as required by GAAP.

Data Clerk/Receptionist

To assist the Borough Manager and the Director of Finance in the daily operation of the borough, the borough has two part-time Clerks. Their primary responsibilities are the collection of receipts, such as sewer and garbage, as well as other user fees and revenue. The Clerks are the primary public contact persons and receive all calls from residents. Their other duties include recording and handling of complaints, other general public assistance, and administrative functions. These administrative functions are varied and include payroll, employee benefits, and other support activities.

Ms. Carol Distasio and Ms. Kathy DiRico have worked in this capacity since 2017.

Zoning Officer/Code Enforcement

The Zoning Officer performs zoning permit inspections and conducts field inspections for code compliance, issuing citations, referring to zoning maps and plats.

The Code Enforcement Officer ensures compliance with zoning laws and building ordinances within the borough. The Code Enforcement Officer also helps create or update regulations and spread awareness about these changes to the public.
