The Fountain Hill Borough Council is interested in seeking input from everyone in the community in order to better provide for all the residents that live in our Borough. Until now, the only sector of our community we seldom hear from is our youth. The "Junior" Councilperson Program will help to eliminate this "gap". The objective of this program is to help our youth better understand how government works and help make decisions that are necessary to provide services. The "Junior" Councilperson will be able to explain to peers what municipal government is all about, in turn he/she will provide Borough Council with a perspective seldom seen, the ideas and thoughts of our youth.

Local high schools will be contacted and the Principal will be asked to canvass the school(11th and 12th grade students) seeking borough residents who are interested and would want to volunteer for the program. The Principal will recommend a candidate from the pool of applicants.

The following are requirements for the "Junior" Councilperson position:

  1. Applicant must be a resident of the Borough of Fountain Hill.
  2. Applicant must be a Junior(11th grade) or Senior (12th grade) in High School.
  3. Applicant must be willing to serve a one (1) year term to coincide with the duration of the School Year. PLEASE NOTE-Initial Term will be from January 2001 until June 15, 2001. THEREAFTER, the term will start at the beginning of school period(September) and end on June 15.
  4. Applicant, if chosen, must take “Oath” of Office.
  5. Applicant should be able to attend monthly Fountain Hill Borough Council meetings. (First Monday of the month, 7:00 p.m.)
  6. Applicant must submit an application, references, and a written essay, as requested and a recommendation from the Principal.
  7. Applicant must be available for a personal interview with Borough Council.
  8. Applicant, if chosen, will not be allowed to vote.
  9. Applicant, if chosen, will not be allowed to attend “Executive Sessions”.
  10. Applicant must observe all Borough Council meetings rules. The "Junior" Councilperson will be allowed to participate in discussions, ask questions, and provide comments and opinions and other projects.
  11. Applicant will be requested to submit an evaluation of the program and provide comments on how to further refine the program.
