Borough Hall is located in the first floor of the former Silk Mill, 941 Long Street (between Seneca Street and Cherokee Street).

Our normal office hours are:
8:30 p.m. - 4:30 p.m
Mondays through Fridays.

EXECUTIVE ADMINISTRATOR

The Executive Administrator acts as the Chief Administrative Officer for the Borough of Fountain Hill. He is responsible to Council and is an appointed position. He administers and supervises all of the executive functions of the Borough and staff, except those of the Police Department not delegated by the Mayor.

The Executive Administrator acts on behalf of the Committees of Council, to carry out and implement the policies of Council. The Executive Administrator acts as purchasing agent for the Borough and administers bids and contracts.

The Executive Administrator also serves as Secretary and Treasurer of the Borough. Attends all meeting of Council and its Committees and prepares agendas and records all minutes as required by the Borough Code. The Executive Administrator, with the support of the Department Heads and staff, prepares the annual operating budget for the Borough.

Bio of Rick L. Prill

Born and raised in Port Townsend, WA. Earned a Bachelors Degree in Political Science from Washington State University in 1977; a Masters Degree in Public Administration from Fairleigh Dickinson University in 1982; and am a Certified Public Manager, with over 22 years service in local government management in NJ and PA. Three children: Jarrod - graduated from the US Merchant Marine Academy in 2008; has been working with Naval Sea Command in Wash. DC but is currently pursuing going Active Duty Army; Nicole - attending Kean University, NJ, majoring in Criminal Justice; Evan - earned his private pilots license in 2008 and is currently attending Embry Riddle Aeronautical University, Florida, majoring in Homeland Security.


DIRECTOR OF FINANCE

The Borough finances are under the control and direction of the Director of Finance. The responsibilities include the daily recording of receipts and expenditures and oversees all appropriations of all funds. The Director assures compliance to borough purchasing policies and other financial procedures and works closely with Department Heads and Committees of Council on financial matters. The Director works closely with the Borough appointed Auditor to prepare the end of the year financial reports. The Director meets monthly with Council and Department Heads to review the Borough operating budget. Overall, the Director assures that the Borough complies with significant accounting reporting policies as required by GAAP.

Resides in Palmer Township with husband Alex Tadros, owner of Martins Creek Inn Restaurant, son Hong Choi and daughter Lola Choi.

DATA CLERK/RECEPTIONIST

To assist the Executive Secretary and Director of Finance in the daily operation of the Borough, the Borough has one full time Clerk. The primary responsibilities are the collection of receipts, such as sewer and garbage, other user fees and revenue. The Clerk is the primary contact person and receives all calls from residents. Other duties include recording and handling of complaints and other general public assistance. Administrative functions are varied and include payroll, employees’ benefits and other supporting functions.

ORDINANCES AND RESOLUTIONS

All Borough ordinances have been codified into a Code of Ordinance book (See Code). The Borough updates this every year. The enforcement of these ordinances is primarily the responsibility of the Police Department, unless otherwise specified in the Ordinance.
