Avenue Recreation Master Site Plan
The purpose of the Master plan
was to set forth a plan of action to renovate the 13-acre site. The project
will occur in 10 phases over several years as funding becomes available.
Following are the phases and cost associated with their development:
- Phase 1-($66,189) Reconstruction of two basketball
courts, regarding the fields around the courts, providing fencing and
lighting, and adding site furnish. Funding was obtained through a Community
Revitalization Grant from the State. COMPLETED
- Phase 2-($197,274) Construction of a new playground
area with modular play equipment to serve two age groups (children 2
years to 5 years and older children 6 years to 12 years), construct
a raised planting berm, create a passive amphitheater and develop an
intrapark pathway. Funding commitment from Lehigh County of $86,632
and $45,000 from St. Luke’s Hospital, State Grant of 33,900. Remainder
Borough and Private Donations. COMPLETED
- Phase 3a-($234,447) Construction of a new building
for restrooms, equipment storage/concessions. Funding commitment through
DCNR State Grant of $99,000, St. Luke’s Hospital $107,000, Borough
and other private donations. COMPLETED.
- Phase 3b-Demolition of the old playground and construction
of additional basketball court. NOT COMPLETED
- Phase 4-($209,745) Renovations of the pool bathhouse
and repairs to the pool decking, realignment of the curb, sidewalk,
and wall along Stanley Avenue to provide room for a walkway behind the
left outfield fence, and regrade the right field corner and extend the
fence to a 200 foot depth.- FEASIBILITY STUDY NEEDED.
- Phase 5-($188,549) Construction of facilities for
the Dodson Street ballfield to include a 50 car parking lot, and restrooms/equipment
storage/concession building with a drinking fountain. Funding commitment
through DCNR State Grant $74,000, DCED Community Revitalization Grant-$15,000,
St. Luke’s Hospital $75,000, Borough and private donation. COMPLETED
- Phase 6-($70,210) Construction of a paved 26-car
parking lot, continuation of an intrapark pathway, construction of a
volleyball court and installation of a pavilion, picnic tables and benches.-NOT
COMPLETED
- Phase 7-($11,989) Acquisition of land between Dodson
Street ballfield and pool, construction of playing field and intrapark
pathway.-NOT COMPLETED
- Phase 8-($240,366) Reconstruction of the Dodson Street
ballfield, install backstop, fencing and player's benches and continuation
of intra-park pathway.-CONTINGENT ON ACQUISITION OF LAND UNDER PHASE

Blue Print Repositioning of the Stanley Avenue softball
field and backstop and continuation of the intrapark path. Borough has
received a DCNR State Grant in the amount of $39,000 and a donation

- Phase 10-($2,017,210) Construction of a 110' x 170'
Recreation Center, construction of a 40-car parking lot, planting of
trees and shrubs and continuation of the intrapark pathway.-LONG TERM-FEASIBILITY
STUDY NEEDED.
The borough plans to fund the plan by raising money from state grants,
foundations, businesses and institutions. If you would like to

Stanley Avenue Recreation Master Site Plan-Where are we? Since the inception
of the Plan in 2000, the Borough has been actively developing the playground
and recreation area over the past 4 years on Stanley Avenue. Out of the
10 phases depicted in the Plan prepared by Urban Research Development
Corporation, 5 phases have been completed for a total of $1,046,283. St.
Lukes Hospital continues to be a partner throughout the development
by matching dollar per dollar of grants received for the various projects.
The Hospital has contributed over $306,000 towards the development of
the various phases. The Borough has been able to fund the phases by obtaining
County and State Grants, approximately $525,532 received or committed
to date. The PITA Committee, who was instrumental in the preparation of
the Master Site Plan, has maintained a visible role under the direction
of former Mayor Repasch and Borough Council Recreation Committee. The
Committee has raised over $21,000 for the Phases and continues to be active
in this role. All in all, Borough Council and the Mayor realize the importance
of maintaining a vibrant recreation area that improves the quality of
life of the children of Fountain Hill.
