POSITION:                            Zoning / Codes Enforcement Officer
FLSA CLASSIFICATION:   Non-Exempt
REPORTS TO:                       Borough Manager
SUMMARY:
The Zoning/Codes Official is a full-time position. The Zoning/Codes Official is a vital member of municipal government and the Community. As such, the Zoning/Codes Official provides leadership and guidance to both the municipal government and Community.
GENERAL STATEMENT OF DUTIES:
The Zoning/Codes Enforcement Officer is responsible for the efficient and effective enforcement
of the Borough Zoning Ordinance and other ordinances/regulations adopted by Borough Council.
In the capacity of Zoning/Code Enforcement Officer, this employee's prime responsibility is the
administration and enforcement of the Borough Zoning Ordinance and other Borough Code
ordinances. This assignment calls for independent and evaluative thinking. Work is carried out
in accordance with established codes, ordinances and regulations. Responsibilities include
visiting locations where violations are suspected, obtaining proof of the violation and identifying
the person(s) responsible for the violation.
SUPERVISION:
Employee works independently in the field and makes judgment decisions requiring familiarity
with zoning and planning regulations, the Municipalities Planning Code and other Borough codes and regulations, as well as the rules of evidence and the rights of citizens. The work is performed under general supervision of the Borough Manager.

  1.   Ability to operate a motor vehicle and possession of a valid driver's license.
  2. Ability to measure areas and distances using appropriate tools and equipment.
  3.  Preforms rental inspections of all residential properties prior to new occupancy. Provides applicant with inspection checklist, along with all items to be completed prior to occupancy. Maintains records of all inspections.
  4. Writes letters and /or door hangers for enforcement of the UCC and/or Property Maintenance Code. Issues the necessary citations for non-compliance.
  5. Writes letters and /or door hangers for enforcement of the Borough’s Zoning Ordinance and/or SALDO Ordinance. Issues the necessary citations for non-compliance.
  6. Assists with the issuance of curb and sidewalk permits for all installations within the Borough’s street right-of-way. Upon qualification, inspects and approves/denies forming of curb and sidewalk, placement and compaction of stone base, placement of expansion joints, and all other requirements.
  7. Maintains a list of all abandoned real estate. Enforces any related ordinances.
  8. Keeps detailed files on all correspondence of plans submitted for Sub-Division and Land development, including all engineering reports, letters and emails from applicants engineer and the Borough’s Engineer, correspondence from Planning Commission, Borough Manager, Borough Solicitor, County Conservation District, County Planning Commission, PennDot and DEP.
  9. Maintains files on all Zoning, Building, Plumbing, Electrical, and Mechanical permits.
  10. Attends all meetings as needed including, but not limited to, Council meetings, committee meetings, meetings with the Solicitors, Planning Commission meetings, Zoning Hearing Board hearings, meetings with business and citizens, judicial hearings and court cases.
  11. Distributes all information packets to specific Board/Commission members as needed prior to hearings and meetings.
  12. Serves as secretary to the Planning Commission and Zoning Hearing Board.

EDUCTAION, EXPERIENCE and CERTIFICATIONS
 
  1. Knowledge and skills acquired through education/training in municipal codes administration work.
  2. High school diploma or equivalent.
  3. A college degree and at least 2 years of experience is preferred. However, at least 4 years of relevant experience is a substitute.
  4. Experience in work setting dealing with building, municipal codes, as well as federal/state and local regulations is important.
  5. Valid PA driver’s license.
 
RELATED SKILLS
 
  1. Ability to operate office machines, knowledge of Microsoft Office, Word, Excel, databases and any other necessary programs.

PA. Child Protective Laws mandate that employees who have direct contact with children obtain the following clearances:
  • Report of criminal history from the PA. State police
  • Child Abuse History Clearance from the Dept. of Human Services.
