Borough Hall is located on the first floor of the former Silk Mill, 941 Long Street (between Seneca Street and Cherokee Street).

The Executive Administrator acts as the Chief Administrative Officer for the Borough of Fountain Hill. He is responsible to Council and is an appointed position. He administers and supervises all of the executive functions of the borough and staff, except those of the Police Department not delegated by the mayor.
The Executive Administrator acts on behalf of the Committees of Council, to carry out and implement the policies of Council. The Executive Administrator acts as purchasing agent for the borough and administers bids and contracts.
The Executive Administrator also serves as Secretary and Treasurer of the borough. Attends all meeting of Council and its Committees and prepares agendas and records all minutes as required by the Borough Code. The Executive Administrator, with the support of the Department Heads and staff, prepares the annual operating budget for the borough.

The borough finances are under the control and direction of the Director of Finance. The responsibilities include the daily recording of receipts and expenditures and oversees all appropriations of all funds. The Director assures compliance to borough purchasing policies and other financial procedures and works closely with Department Heads and Committees of Council on financial matters. The Director works closely with the borough appointed Auditor to prepare the end of the year financial reports. The Director meets monthly with Council and Department Heads to review the borough operating budget. Overall, the Director assures that the borough complies with significant accounting reporting policies as required by GAAP.

To assist the Executive Secretary and Director of Finance in the daily operation of the borough, the borough has one full-time Clerk. The primary responsibilities are the collection of receipts, such as sewer and garbage, other user fees and revenue. The Clerk is the primary contact person and receives all calls from residents. Other duties include recording and handling of complaints and other general public assistance. Administrative functions are varied and include payroll, employees’ benefits, and other supporting functions.
